“Sometimes you can hear the people screaming...banging on the pipes,” said Brianna McCabe, a 23-year-old inmate in the Whitman County jail. McCabe sleeps below a special holding cell used to house dangerous inmates and people that are detoxing from drug addictions.

She grew up in Pullman, Wash. and has struggled with a drug addiction since she was 14 years old. “I reached this point when I was 14 where I just stopped going to school,” she said. At 14, McCabe started using meth and at 16 she was using heroin.
